Centre for Effective Governance of Indian States (CEGIS – pronounced See-Jis) aims to improve lives by helping Indian state governments deliver better development outcomes.
The four key characteristics of any high-performing organisation are (a) measuring outcomes through reliable, high quality data that enables goal setting and monitoring progress towards these goals; (b) strategic use of personnel – competency based hiring and training, skilling, and performance appraisals to determine job assignments, pay, and promotions – to achieve the goals above; (c) strategic budgeting where resource allocation is based on evidence and cost-effectiveness; (d) and creating efficient systems to leverage external actors (including for-profit and nonprofit organisations). The Indian State needs to perform better on all four fronts above, by enhancing its capacity. CEGIS partners with states to improve this capacity by focusing on these four pillars of the State.

This vision and Theory of Change (ToC) is an outcome of extensive research done by Prof. Karthik Muralidharan (CEGIS Co-Founder and Scientific Director) and strategic philanthropic support provided by Mr. Ashish Dhawan (CEGIS Co-Founder).
CEGIS’s 3x3 Framework drives systemic change through three key dimensions:
Institutional Strengthening by helping State governments in establishing Financial Analytics Units (FAUs), Data Analytics Units (DAUs), and Human Resource Units (HRUs) to enhance financial planning, data-driven governance, and workforce efficiency; Financial Analytics Units (FAUs)—help governments make data-driven decisions on revenue augmentation, macro-fiscal management, expenditure quality, and enhance fiscal efficiency. Data Analytics Units (DAUs) - analyze programmatic data to generate sharper insights for goal-setting and periodic reviews. These insights are further enhanced by triangulating administrative data with citizen-level inputs from independent surveys and outbound call centers. In Human Resources and administrative reforms, we help states build internal capabilities by setting up Human Resource Units (HRUs)- enabling competency-based Learning Management Systems (LMS) and Performance Management Systems (PMS).
Sectoral Engagement by collaborating with strong partner organizations in our three priority sectors (Education, Health & Nutrition ) to deepen reforms and build implementation capacity by improving administrative data quality, measuring outcomes and supervision mechanisms.
We engage across all three tiers of government to drive systemic change—advocating with the Government of India (GoI) for policy alignment, strengthening state capacity to implement and scale interventions, and partnering with local/municipal governments to embed and sustain reforms. Overview of CEGISs Work in Assam
The Government of Assam, through the Administrative Reforms, Training, Pension and Public Grievances (ARTPPG) Department, has embarked on an ambitious agenda to strengthen the administrative capabilities of its civil services. The Assam Administrative Staff College (AASC), as the nodal training institution of the state, has been entrusted with the responsibility of driving this transformation through the adoption of the Mission Karmayogi framework for competency-based capacity building.
CEGIS is working with AASC as an advisory and technical partner to facilitate the design, demonstration, and institutionalisation of competency-based capacity building approaches in Assam. These interventions, guided by the Mission Karmayogi framework, are being implemented as part of the Karmayogi Assam Project, a state-led initiative supported by Technical Assistance from the Asian Development Bank (ADB).
Mission Karmayogi, formally known as the National Programme for Civil Services Capacity Building (NPCSCB), seeks to build a competent, citizen-centric civil service equipped with the behavioural, functional, and domain competencies necessary to deliver high-quality public services. The programme places particular emphasis on developing institutional mechanisms, digital learning ecosystems, and competency-based capacity building practices.
Position Summary
We are seeking an experienced and dynamic Program Manager Project Delivery to lead the implementation of capacity-building solutions that address competency gaps among public officials in the state government. This role is pivotal in translating Karmayogi Assams goals and objectives into actionable, competency-based interventions; piloting, operationalising, and scaling them across departments, while ensuring strong alignment with Mission Karmayogi and the mandates of the Capacity Building Commission (CBC).
The ideal candidate will have demonstrated expertise in implementing projects within government settings, a working understanding of competency-based approaches in capacity building (in the government or private sector), and strong monitoring and evaluation skills to track project outcomes and ensure timely delivery of results. Education and Experience
- Degree in Human Resources, Business Administration, Management, Public Policy, Social Work or a related field.
- 6 to 8 years of experience in a high-performing environment, focusing on human resource management, capacity building or project management, preferably within the Indian government ecosystem
- Prior Experience of working on complex multi-stakeholder projects, especially with governments, donors, and research organisations

Position Summary
The Program Manager (PM) will manage CEGIS engagement with multiple government departments (e.g., School Education, Public Health, Urban Development, Finance, among others) in Tamil Nadu (ideally manage two projects at any given point of time). The PM would be part of the CEGIS Project Delivery Team (State Team) and would lead teams embedded in the assigned departments to implement CEGISs theory of change. These teams will be responsible for designing solutions for improved governance using research, stakeholder consultations, and analytical techniques. S/he shall be primarily responsible for delivering high quality outputs within stipulated timelines.

The key responsibilities of the Program Manager include:
Data Analysis and Management:
- Identifying, obtaining, and collating relevant information and data, and performing
quality control to ensure validity and accuracy of data
- Overseeing field and desk research using qualitative and quantitative analysis, and
relevant tools as necessary - Ensuring application of organization-wide protocols designed for data protection,
data management on the assigned projects - Safeguard sensitive project information and minimise data protection risk by adhering to data protection protocols
Analysis and Insights:
- Reviews accuracy and validity of research and data collected for meaning making

Required Qualifications, Skills, and Abilities
- Masters degree or equivalent in economics, statistics, mathematics, public policy, engineering, management, social science, or related fields from a reputed institution
- Minimum five (05) years of relevant work experience in one or more of the following areas: Management/strategy consulting or governance/development
- Public service with a government (preferably state governments) or quasi-government body as a project manager, young professional, or fellow
- Familiarity with governance interventions in education / public health /nutrition/ local governance/ law and order/ livelihoods/ agriculture sectors would be a plus
- Project/ program management or implementation roles with governments, advisory entities, multilaterals, international development institutions or strategic philanthropy firms
- Experience of working on projects with the Government of Tamil Nadu would be an advantage

Position Summary:
We work with State Governments in three capacities
- Procurement: Improving procurement policies, processes and decisions to improve value for money in public procurement
- Regulation: Assessment of market failures and design and execution of proportionate regulatory interventions to address these
- Policy: Development of sectoral policy to incentivize cost effective service delivery, through the most appropriate models
CEGIS is working closely with the Government of Tamil Nadu to support their effort in strengthening their procurement system that involves development and deployment of an e-procurement platform (called Government eProcurement System by NIC GePNIC) and integrating modules pertaining to procurement planning (e.g., estimate preparation platform) and post-award governance (e.g., digitizing processes for measurement of works completed and payment to contractors i.e., e-Measurement Book, Contractor Module) to enable a full procurement life-cycle view across departments, sectors and projects in the medium term. In this context, the Tamil Nadu Finance Department has onboarded CDAC a Government of India entity to design, develop, launch and maintain IT systems pertaining to procurement planning and post-award for works contract (to begin with) in close coordination with various line departments and CEGIS. The Tamil Nadu Finance Department is in the process of setting up a Program Management Unit that would provide operational and need-based strategic support to the nodal officer in charge of the eProcurement initiative. The PMU shall have members from the Finance Department, representations from Departments including Public Works, Rural Development, Highways, Information Technology and from CEGIS. It is proposed that a two-member team, namely a Program Manager and a Program Associate shall be deputed to the proposed eProcurement PMU for a period of one year with possible extension based on mutual agreement. This JD outlines the Roles and Responsibilities and Educational Qualifications for the role of the Program Manager in the eProcurement PMU.
Roles and Responsibilities:
Communication and Stakeholder Engagement (50% time):
Develops Understanding of Stakeholder Landscape:
- Maintains understanding of stakeholders and their linkages.
- Engages with key stakeholders to deliver strategic benefits to projects on a periodic basis. This would involve preparation of meeting agenda, participation in stakeholder meetings including regular cadence with the Finance Department Officials, ensuring proper documentation of proceedings of the meetings, key decisions taken, action items etc. and timely follow-ups with concerned stakeholders. This may include identification and deployment of necessary project management tools with clear roles and responsibilities and overall progress tracking, highlighting of upcoming milestones and dependencies, if any.
- Systematically collect feedback from various stakeholders on the proposed solution architecture / framework, collate and present to Finance and CDAC for easy consumption and assimilation.
- Identify and flag potential risks that are likely to emerge from different stakeholder groups based on their business interests and strategies; also suggest potential risk mitigation strategies to the PMU Team.
Strategically Evaluates External Stakeholders:
- Identifies synergies with external stakeholders aligning with organizational goals.
- Cultivates strategic partnerships with external stakeholders.
- Creates opportunities for the vertical by identifying synergies.
Reviews Stakeholders' Feedback:
- Synthesises stakeholders' feedback to develop strategic communication strategies.
- Creates presentations, reports, and dashboards for diverse stakeholders.
Technical Expertise and Solution Design (30% time):
- Understand and document various processes and functionalities related to the various procurement modules and provide objective assessment of various scenarios that would be effective in the long-term
- Review the inputs (in the form of notes, reports, presentations) provided by the Finance and Line Departments on the proposed functionalities in the eProcurement system modifications / integration
- Review the outputs (in the form of SRS, beta version of the software etc.) proposed by CDAC / NIC and provide inputs primarily to the Finance Department and CDAC
- Engage closely with the State and Market(s) team of CEGIS on conceptual frameworks for the proposed development and / or integration of the procurement planning and post-award modules.
- Testing of module functionalities and preparation of test reports for timely course correction by CDAC
Knowledge Product Development (20% time):
Develops Knowledge Materials related to the development and/or integration of the procurement modules
- Develops concept notes, success stories, and learning documents this could include qualitative research involving project stakeholders.
- Identifies internal and external knowledge sources and shares best practices.
Education and Experience:
- Masters degree in engineering, computer science, information technology or any other related field from a prestigious institution.
- Certification such as PMP©, ScrumMaster, SAFE agility, Google Analytics
- 10 to 12 years of progressive work experience including leading or supporting or setting up a transformational initiative involving digitization of public service delivery for a national / state or local government in India.
- Experience of working as Principal Delivery Manager / technical managers and involved in IT strategy, large program and project management, product management, continuous process improvement, transition management, operations management, agile and scrum implementation, preferably on government projects
- Must be part of at least two medium-to-large scale digital transformation initiatives. Medium scale refers to digital initiative that impacted functionalities or processes of 1 or 2 departments and citizens served by them; and large scale refers to digital initiatives that impacted or covered the whole of government / citizens. The candidate must have been involved in the conceptualization, development of the prototype version if not the actual product, and deployment of the software in real setting. Understanding of post-implementation issues and challenges and knowledge of strategies for smooth implementation for future deployments/ replication or scale ups would be an added advantage.
- Demonstrated experience of working on projects involving technologies such e-governance solutions, Python, Oracle, AWS, Spark, Scala expertise in big data, Scalia, spark; experience in AI / ML and deep learning is preferred
- Demonstrated expertise in multi-stakeholder management and communication, especially with government departments and agencies.

Education is a core sector for CEGIS. We work with departments of School Education, SCERTs, examination boards and related agencies to improve learning outcomes and schooling trajectories for children. Position Summary
The Sector Head – Education will be CEGIS senior-most leader for the education portfolio. Roles & Responsibilities
Sector Strategy and Portfolio Leadership
- Refine and periodically update CEGIS sector strategy for education, anchored in CEGIS Theory of Change and solution maturity model.
- Translate the strategy into a clear portfolio roadmap across states – including anchor projects, prototypes and learning agendas.
- Work with the state leads to prioritise and sequence engagements based on impact potential, feasibility, and strategic fit.
- Ensure each major engagement has a clear line-of-sight to student learning, equity and completion outcomes, with defined intermediate milestones and metrics.
Partnerships, Ecosystem Engagement and Funding Narratives
- Build and maintain trusted relationships with senior bureaucrats in School Education Departments, SCERTs and other relevant agencies across states and at the Union level.
- Represent CEGIS and its education work in key sector fora, working groups and high-level committees.
- Co-create an outcome-linked funding narrative for the education portfolio with the fundraising and donor relations teams; anchor and review concept notes, proposals and reports.
- Engage funders as thought partners, sharing learnings, risks and opportunities in a transparent manner.
- Cultivate a network of academic and practitioner partners (universities, research labs, NGOs, EdTech/DPG actors) to complement and strengthen CEGIS work.
Technical Stewardship and Quality Assurance
- Provide technical leadership on education systems to project teams across states, ensuring methodological rigour and internal coherence.
- Guide teams on problem diagnosis, solution design, implementation support and adaptive course correction using administrative and survey data.
- Work with Measurement, Evaluation and Learning (MEL) and Outcome Measurement teams to define sector-specific indicators and dashboards that link system and functionary-level changes to learning outcomes.
- Aggregate learning across engagements into reusable solution playbooks, case studies and knowledge products for public use by governments and other organizations.
Internal Leadership and Cross-Sector Learning
- Collaborate with the Health and Nutrition Sector Leads to leverage synergies – for example around ECD, school health and adolescent wellbeing.
- Mentor and support mid-level colleagues working on education and contribute to building a strong sector bench within CEGIS.
- Contribute to internal learning spaces and the CEGIS Academy/L&D agenda as faculty/anchor from the education side.

Required Qualifications, Skills, and Abilities
Educational Qualification
- Masters degree in Education, Public Policy, Economics, Development Studies, Public Administration, or a related field. A PhD in a relevant discipline is an advantage but not mandatory. What is essential is the ability to read, understand, and synthesize primary research with adequate judgment to assess the quality and generalizability of evidence.
Professional Experience
- 15–20 years of progressive experience in education – for example research, system reform programmes, large-scale delivery or advisory/consulting.
- At least 5 years in senior leadership roles involving direct engagement with governments (state or Union), preferably on system-wide education reforms.
- Demonstrated experience of leading large, multi-stakeholder projects or portfolios and working with/within government systems (education departments, SCERTs, boards).
- Proven experience engaging with domestic and global funders or multilaterals on strategy, programme design and funding.
- Strong strategic thinking and systems-thinking orientation; ability to connect sector reforms to citizen-level outcomes.
- Ability to command credibility and trust with senior bureaucrats, funders, peers and team members.

Overview:
Within CEGIS, the Outcome Measurement (OM) teams role is to support institutionalisation of data driven decision making by setting up the required infrastructure and technical capacity with the Planning department and relevant line departments in the State. Overview:
Within CEGIS, the Public Revenue/Taxation/Public Finance teams role is to support institutionalisation of data driven decision making by setting up the required infrastructure and technical capacity with the relevant line departments. High quality data and insights generated are expected to aid the State in goal setting, progress monitoring and strategic decision making. In addition, as a sectoral workstream, specific objectives are furthered by testing and institutionalising interventions in the form of Micro RCTs with the larger goal of improving tax compliance and augmenting revenues.
Position Summary
As a Senior Program Associate (SPA) at The Centre for Effective Governance of Indian States (CEGIS), you will play a vital role in various projects across their entire life cycle. This includes handling concept notes, department-level diagnostics, solution identification, pilot development, pilot implementation, and providing support for scale-up initiatives, all while significantly contributing to the analytical aspects of the projects. Typically, these projects shall be anchored with the Departments of Finance and Planning and may involve engagements with frontline service delivery departments (e.g., local governance, nutrition, education etc.). You'll ensure effective governance and public expenditure reforms by meticulously tracking and analyzing data from various sources, conducting independent research and root cause analysis, and presenting insights for effective problem-solving. Additionally, you'll support project planning and implementation, stakeholder engagement, and documentation of project progress and knowledge management under the supervision of respective Project Leads.
Key Result Areas (KRAs):
Data Analysis and Insight Generation:
- Engage with departments to collect relevant data, develop quantitative and qualitative tools/templates, administer these tools, and support in cleaning and organizing the data.
- Track and analyze data for accuracy and conduct qualitative and quantitative analysis.

- Create concept notes, policy briefs, and other documentation for stakeholder communication.

- Evaluate project contingencies and engage with internal and external stakeholders.
- Assist the project team in collecting critical information and departmental updates by maintaining regular communication with government counterparts, partner organisations, and other relevant stakeholders.
- Coordinate stakeholder meetings and gather feedback for project progress and decision-making.
- Foster deep connections with stakeholders and suggest innovative ideas to nurture partnerships.
- Project Management & Delivery:
- Understand project requirements, coordinate with internal teams and external partners for delivery excellence.
- Support comparison and assessment of different strategies, frameworks, and solutions for effective decision-making.
- Plan and prioritise work plans, ensuring accountability for set timelines.
- Assist in altering project goals and outcomes based on stakeholder feedback and project progress, flag project risks.
- Support knowledge management processes to help achieve project and organisational objectives (for example, assisting in maintaining a project-based knowledge repository).
Qualifications:
- A Masters degree or equivalent preferred in economics, public policy, social science or related fields from a reputed institution, bright graduate applicants may be considered.
- 3-6 years of experience. Minimum 3 years of work experience in India with organisations working in related fields of work i.e., research agencies, policy think-tanks, government or private sector organisations working on government advisory or consulting
- Proven experience in project management and analytical contributions.
- Strong communication, collaboration, and leadership skills.
- Experience with data cleaning and analysis of large and complex data sets and econometric analysis
- Knowledge of STATA or R (strongly preferred) or any other data analysis software preferred
- Experience in client servicing/government projects would be preferred
- Report writing and presentations with proficiency in MS Office and other tools

Overview:
Within CEGIS, the Outcome Measurement (OM) teams role is to support institutionalisation of data driven decision making by setting up the required infrastructure and technical capacity with the Planning department and relevant line departments in the State. High quality data and insights generated through this facility are expected to provide assistance to the State in goal setting, progress monitoring and strategic decision making for personnel and budget/ finance management.
Specifically, this will, among other things, entail:
- Conducting independent household level outcome measurement across various sectors such as school education, health, child nutrition, water & sanitation, jobs & unemployment, public safety and agriculture etc. to assist the government in goal setting and progress monitoring
- Measuring integrity of administrative data gathered and managed by the state machinery and suggest ways of improving its quality
- Conducting high-frequency measurement of outcomes and monitoring (of key programs and schemes) using various tools and techniques
- Generating learning notes to document project milestones and lessons for the future, and share generalizable knowledge with the wider team.
The Senior Program Associate (SPA)- Outcome Measurement will play an important role in contextualising and executing the CEGIS vision in a select state. The role will work closely with the Outcome Measurement technical team and project delivery teams in the respective State team. Responsibilities:
Data Collection and Organization:
- Collect, organize, and monitor data from various sources ensuring accuracy and completeness.
- Validate data sources and conduct verification checks for data reliability.
- Design and administer questionnaires for data collection.
Data Maintenance and Quality Control:
- Monitor and maintain secure data repositories ensuring data integrity.
- Prioritize and address data issues promptly to support project progress.
- Maintain records of data quality control processes and identify areas for enhancement.
- Evaluate data quality, analyze trends, and interpret findings to generate critical insights.
Alignment with Project Objectives:
