Centre for Effective Governance of Indian States (CEGIS – pronounced See-Jis) aims to improve lives by helping Indian state governments deliver better  development outcomes.

The four key characteristics of any high-performing organisation are (a) measuring outcomes through reliable, high quality data that enables goal setting and monitoring progress towards these goals; (b) strategic use of personnel – competency based hiring and training, skilling, and performance appraisals to determine job assignments, pay, and promotions – to achieve the goals above; (c) strategic budgeting where resource allocation is based on evidence and cost-effectiveness; (d) and creating efficient systems to leverage external actors (including for-profit and nonprofit organisations). The Indian State needs to perform better on all four fronts above, by enhancing its capacity. CEGIS partners with states to improve this capacity by focusing on these four pillars of the State.

Informed by cutting-edge research and evidence as well as a practical orientation toward implementable ideas, CEGIS works with State Governments in India to enable a transformative improvement in their functioning. This vision and Theory of Change (ToC) is an outcome of extensive research done by Prof. Karthik Muralidharan (CEGIS Co-Founder and Scientific Director) and strategic philanthropic support provided by Mr. Ashish Dhawan (CEGIS Co-Founder).

CEGIS’s 3x3 Framework drives systemic change through three key dimensions:

  1. Institutional Strengthening by helping State governments in establishing Financial Analytics Units (FAUs), Data Analytics Units (DAUs), and Human Resource Units (HRUs) to enhance financial planning, data-driven governance, and workforce efficiency; Financial Analytics Units (FAUs)—help governments make data-driven decisions on revenue augmentation, macro-fiscal management, expenditure quality, and enhance fiscal efficiency. Data Analytics Units (DAUs) - analyze programmatic data to generate sharper insights for goal-setting and periodic reviews. These insights are further enhanced by triangulating administrative data with citizen-level inputs from independent surveys and outbound call centers. In Human Resources and administrative reforms, we help states build internal capabilities by setting up Human Resource Units (HRUs)- enabling competency-based Learning Management Systems (LMS) and Performance Management Systems (PMS).

  2. Sectoral Engagement by collaborating with strong partner organizations in our three priority sectors  (Education, Health & Nutrition ) to deepen reforms and build implementation capacity by improving administrative data quality, measuring outcomes and supervision mechanisms.

  3. We engage across all three tiers of government to drive systemic change—advocating with the Government of India (GoI) for policy alignment, strengthening state capacity to implement and scale interventions, and partnering with local/municipal governments to embed and sustain reforms. This integrated model ensures systemic interventions in data and human resource management are effectively conceptualized, implemented, and sustained for long-term impact.

At CEGIS, we collaborate closely with state governments to enhance governance through deep, state-led partnerships. We follow an iterative cycle of “think-demonstrate-document-transfer,” ensuring that solutions are practical, scalable, and effective. We engage with all levels of government right from political and top bureaucratic leadership to the frontline workers.

Our solutions are continuously refined based on real-time feedback, designed for customization, and built to be replicated across different contexts—ensuring sustained impact and long-term governance transformation.

Since its incorporation in 2019, despite the enormous challenges posed by COVID, CEGIS has gained significant momentum in building strong collaborations with the government(s) as a trusted partner who can provide both thought leadership and implementation support on key governance reforms. CEGIS’ position as a non-profit that does not take any funding from the government (other than in-kind contributions of office space/staff) has been a key enabler in earning this trust.

From a small group of founding members, we have grown by leaps and bounds to become a team of 150+ members committed to nation building located across the country. Helmed by a former bureaucrat with invaluable governance experience, state and solution team leads with decades of domain expertise, and enabling functions led by professionals with considerable corporate careers, the team at CEGIS brings together knowledge and experience that spans various sectors - from developmental economics, research, and governance to management consulting and social entrepreneurship. We also explore synergies with other non-government organisations working with government on technical as well as implementation to accelerate impact.

Position Summary

The Centre for Effective Governance of Indian States (CEGIS) aims to help state governments strengthen their capacity and public systems to improve governance, service delivery, and the effectiveness of public expenditure.As CEGIS completes its fifth year, we are looking to hire multiple economic policy analysts to join the Economics and Statistics Unit at CEGIS to conduct economic analysis focused on state-level policy issues in India. In this pivotal role, you will help drive analytical work and conduct impactful research on policies and programmes that can boost the effectiveness of thousands of crores of public spending, and thereby improve the translation of public expenditure into development outcomes for millions of people.

You will work closely with a diverse team of analysts and economists in close collaboration with senior government officials and with technical guidance and inputs from CEGIS Co-Founder and Scientific Director, Prof. Karthik Muralidharan, as well as other leading economists. As a CEGIS Economic Policy Analyst, you will aid and assist the team in the following activities: (a) conducting original research and technical analysis to evaluate new proposed expenditure items; (b) conducting economic analysis of government policies and programs and evaluating key programs; (c) staying abreast of and synthesising relevant research for answering policy questions; and (d) identifying and liaising with academic and other researchers to obtain expert inputs into policy decisions. This position offers an exciting opportunity to apply your analytical skills and communicate impactful ideas, making a tangible impact on governance and public policy in India.

Role and Responsibilities

Economic Research and Technical Analysis

  • Conduct comprehensive economic research and analysis on various policy and programmatic issues relevant to state governments.
  • Develop data-driven insights and recommendations to support effective policy implementation and governance reforms.
  • Support CEGIS field projects, including sampling design, data analytical frameworks, and analytical tools.
  • Curate and update datasets (international, national, and state) for rapid analysis.

Policy Development and Collaboration

  • Engage with senior government officials to identify research, analysis, and knowledge gaps that can be filled by CEGIS
  • Engage with a range of stakeholders, including government officials, researchers, and think-tanks, to foster effective policy dialogues and knowledge sharing across Indian states, and beyond.
  • Support CEGIS teams and projects in developing and implementing evidence-based policy solutions, providing critical economic insights and analyses.
  • Translate economic research findings into practical policy ideas and reforms that can be presented to state governments for consideration.

Knowledge Creation and Dissemination

  • Draft high-quality notes, reports, policy briefs, and academic papers, applying economic concepts and analytical methods effectively.
  • Create and present accessible content to communicate complex economic findings and insights to both academic and non-academic audiences.

Education

  • A Masters degree in Economics, Public Policy, or a related field is strongly preferred.
  • Relevant work experience of at least 3 years related to empirical research in the domain of public policy is an additional asset, although not a strict requirement.
  • Applicants without work experience must be able demonstrate requisite skills and inclination through a strong academic record.

Skills

  • Proficiency in data science and experience working with large datasets.
  • Knowledge of at least one statistical analysis software (STATA, R, etc.) is an essential requirement. Proficiency in these will be a strong advantage.
  • Knowledge of other programming languages (like Python), and GIS software packages will provide candidates with a strong advantage.
  • Familiarity with major research datasets covering India and experience in compiling and using complex datasets.
  • Strong writing and communication skills in English; fluency in any other Indian languages is a plus.
  • Capability in preparing high-quality policy briefs, research papers, and notes.
  • Demonstrated interest in government functioning improvement and using research and evidence to inform policy.
  • Exposure to project design and implementation, particularly in collaboration with government officials or large-scale projects, is advantageous.

About the Outcome Measurement (OM) vertical

Within CEGIS, the Outcome Measurement (OM) teams role is to support institutionalisation of data-driven governance by setting up the required infrastructure and technical capacity with the Planning department and relevant line departments of the government. High quality data and insights generated through this are expected to provide assistance to the State in goal setting, progress monitoring and strategic decision making for personnel and budget/ finance management.

Position Summary

CEGIS is evolving Outcome Measurement (OM) into a systems-facing Outcome Measurement & Decision Support function that powers state and central reforms through Decision Support Systems (DSS) offering and concurrent, rapid-cycle evaluations. As Head of OM, you will architect and lead this offering across multiple states and union ministries-building solutions, playbooks, and partnerships that deliver timely, actionable, and policy-relevant insights.

You will operationalize OM 2.0 through four pillars - Administrative Data Quality (ADQ), Key Performance Indicator Survey (KPI), High-Frequency Monitoring (HFM), Routine Monitoring Data (RMD) analytics and embed these into government workstreams, other CEGIS verticals (Strategic Public Finance, Personnel Management and State & Markets) and across sectors like Education/ Health/ Early Childhood Development, ensuring OM is both an upstream design partner and a downstream accountability engine. The role combines strategic product vision, technical rigor, and people leadership

Reporting to the Chief of Solutions, you will oversee a diverse portfolio of projects, ensuring methodological rigor, quality, and alignment with strategic objectives, while fostering cross-learning and innovation. You will also be expected to work closely with CEGIS Founder and Scientific Director (Prof. Karthik Muralidharan) to understand the intellectual vision behind proposed reforms and work closely on refining them.

Mandate & Outcomes

Build a state-grade DSS layer that integrates administrative data, field signals, and implementation telemetry into decision-ready dashboards and workflows used by political leadership and senior bureaucrats monthly/quarterly.

Leverage DSS to institutionalize concurrent evaluations of priority schemes to guide course-corrections in design and delivery.

Operationalize the four OM 2.0 pillars across engagements:

  • Administrative Data Quality (ADQ): Setting standards, operationalising nested supervision, audits, data pipelines, meta-data management, using technology for measurement and data stewardship in departments.

  • Key Performance Indicator Survey (KPI): Periodic and granular data on outcomes and its determinants for target-setting, benchmarking.

  • High frequency Monitoring (HFM): Real-time citizen and frontline worker feedback through phone surveys, operationalising beneficiary and frontline feedback loops; behavioural nudges.

  • Routine Monitoring Data (RMD) analytics : Performance tracking of schemes and projects, triangulation with public datasets, setting up review mechanisms, tracking progress on SDGs, MPI etc.

Be a force multiplier across CEGIS: Embed OM inputs into solution design (ex-ante), implementation (in-flight), and institutionalization (ex-post), aligning with state capacity building and government processes.

Roles & Responsibilities

Strategy, Solution Design & Productization

  • Define the OM 2.0 product stack (blueprints, pillar playbooks, evaluation templates, data contracts, governance models) and ensure they are innovative, practical, and aligned with emerging sectoral needs.
  • Translate reform intents into measurement architectures with a theory of change data flows and a review framework.
  • Partner with other CEGIS verticals to embed OM 2.0 solutions in other solution pathways.
  • Co-create learning agendas with state counterparts to prioritize quick wins and set up durable institutional reforms.
  • Position OM offerings in ways that resonate with funders, demonstrating alignment with donor missions, sectoral priorities, and CEGISs vision.
  • Contribute to the co-creation of compelling proposals that highlight CEGISs innovations and strategic approach.
  • Build and manage a portfolio of projects that are complementary and mutually reinforcing, creating synergies across thematic areas.

People Leadership & Culture Building

  • Recruit, nurture, and retain a high-calibre multidisciplinary team (OM technical experts, data engineers/analysts, evaluation specialists, field ops, product/UX) with diverse expertise in outcome measurement and related fields.
  • Identify human resource needs of the OM team and work closely with the People & Culture team in recruitment of staff and consultants, as necessary.
  • Foster a culture of professional growth by providing mentorship, learning opportunities, and structured career pathways for team members.
  • Collaborate with the Chief of Solutions and other enabling functions to implement effective people processes, ensuring a supportive and high-performing work environment.

Partnerships, Funders & Ecosystem Engagement

  • Contribute to the development of concept notes, proposals positioning OM 2.0 as a lead offering articulating costs, phasing, and RoI.
  • Represent CEGIS in external forums, conferences, and dialogues, sharing insights on innovations in outcome measurement and positioning CEGIS as a thought leader.
  • Cultivate and sustain trusted relationships with funders, multilaterals, policymakers, and sectoral experts, ensuring that OM solutions are responsive to their needs.
  • Collaborate with external partners and coalitions to advance sector-wide conversations on evidence and measurement.
  • Commission/partner with universities and research labs where useful; curate a network of adjunct experts.

Project & Portfolio Management

  • Own a multi-state portfolio and in close collaboration with state leads, ensure methodological rigor, timelines, and impact milestones.
  • Architect governance cadences with states (War rooms/PMUs/Cells) so DSS is used in real reviews, not just showcased.
  • Establish quality assurance mechanisms and provide technical oversight to ensure that all outputs meet high professional standards.
  • Manage budgets, risks and change control effectively, ensuring optimal utilization and compliance with funder and government requirements.
  • Conduct periodic reviews with senior leadership and board members to ensure projects remain aligned with strategic objectives.
  • Monitor and report on progress, outcomes, and lessons learned from implementation of OM solutions to inform vertical and organizational strategy.

Required Qualifications, Skills, and Abilities

Educational Qualification

  • Masters degree in Public Policy, Economics, Statistics, Social Sciences, Development Studies, or a related field. A PhD in economics, applied research or evaluation is an advantage.

Professional Experience

  • 15-20 years of progressive experience in areas such as research, monitoring and evaluation, consulting, with 8+ years in leadership roles. A majority of work experience should be in the development sector
  • Demonstrated track record of leading large, complex portfolios and multi-stakeholder initiatives. Part of the team leading portfolios of above $ 5 Mn
  • Experience engaging with global donors, multilateral institutions for strategic proposal development
  • Experience engaging with senior bureaucrats in national and state governments in designing and implementing large scale solutions is highly desirable
  • Demonstrated ability to work with global and national frameworks in research, human-centred design (HCD), and monitoring, evaluation, and learning (MEL).
  • Strong sectoral reputation; active participation in conferences, forums, and public platforms (e.g., op-eds, articles) is desirable.
  • Proven ability to manage and mentor multidisciplinary teams
  • Experience in field research is preferred

Technical Skills

  • Strong command of quantitative and qualitative research methodologies, with the ability to assess rigor and applicability.
  • Past experience with data analytics tools data analytics tools like R/Stata/Python, and visualisation tools like Power BI or Tableau, or equivalent.
  • Excellent project and portfolio management skills, including budgeting, planning, and risk management.
  • Ability to synthesize complex data and communicate insights in clear, compelling ways for diverse audiences (funders, policymakers, practitioners).
  • Knowledge of data systems and datasets at the national and state levels
  • Knowledge of national and international development ecosystems, including donor priorities and government processes.

Position Summary

The role reports to the Lead Finance and Admin. It requires working with the leadership and other teams of CEGIS and managing administrative tasks like office management, vendor management, travel bookings, organizing events/workshops and internal meetings, and coordinating with the CEO's office. General Administration Work

  • Plan and coordinate administrative procedures and systems and devise ways to streamline processes

  • Monitor costs and expenses to assist in budget preparation

  • Identify vendors and manage contracts across multiple cities where CEGIS operates

  • Effective management of all activities related to travel, stay, and logistics to ensure all arrangements needs are met at the least cost.

Roles and Responsibilities

  • Contribute to the planning and execution of projects, ensuring the achievement of goals within agreed timelines.

Position Summary:

State and Market (SAM) Overview:

CEGIS work under the theme of State and Market (SAM) focuses on improving state capacity for better management of State interfaces with the larger market, especially in service delivery functions. The focus of the SAM team is to identify points of interaction between the Government and the Private Sector and to support States in reducing the frictions in such transactions. We work with State Governments in three capacities:

  • Procurement: Improving procurement policies, processes, and decisions to improve value for money in public procurement
  • Policy: Development of sectoral policy to incentivize cost effective service delivery, through the most appropriate models
  • Regulation: Assessment of market failures and design and execution of proportionate regulatory interventions to address these

​Of the above, currently the Procurement area dominates the portfolio of the SAM team with strong traction from multiple States. While the above work will be focused on CEGIS core sectors (education, health, nutrition, local governance), some streams like procurement have a broader sectoral coverage. Our projects will involve elements of research and analytics, market efficiency assessment, regulatory capacity assessment, and active support to Finance and line departments in reforms adoption. This will involve both quantitative and qualitative skills. This will, among other things, entail:

  • Conducting market assessments including identification of market failures (information asymmetry, market power, externalities, deadweight losses)

Overview of CEGISs Work in Assam

The Government of Assam, through the Administrative Reforms, Training, Pension and Public Grievances (ARTPPG) Department, has embarked on an ambitious agenda to strengthen the administrative capabilities of its civil services. The Assam Administrative Staff College (AASC), as the nodal training institution of the state, has been entrusted with the responsibility of driving this transformation through the adoption of the Mission Karmayogi framework for competency-based capacity building.

CEGIS is working with AASC as an advisory and technical partner to facilitate the design, demonstration, and institutionalisation of competency-based capacity building approaches in Assam. These interventions, guided by the Mission Karmayogi framework, are being implemented as part of the Karmayogi Assam Project, a state-led initiative supported by Technical Assistance from the Asian Development Bank (ADB).

Position Summary

We are seeking an experienced and dynamic Program Manager Project Delivery to lead the implementation of capacity-building solutions that address competency gaps among public officials in the state government.
