This vision and Theory of Change (ToC) is an outcome of extensive research done by Prof. Karthik Muralidharan (CEGIS Co-Founder and Scientific Director) and strategic philanthropic support provided by Mr. Ashish Dhawan (CEGIS Co-Founder).
CEGIS’s 3x3 Framework drives systemic change through three key dimensions:
Institutional Strengthening by helping State governments in establishing Financial Analytics Units (FAUs), Data Analytics Units (DAUs), and Human Resource Units (HRUs) to enhance financial planning, data-driven governance, and workforce efficiency; Financial Analytics Units (FAUs)—help governments make data-driven decisions on revenue augmentation, macro-fiscal management, expenditure quality, and enhance fiscal efficiency. Data Analytics Units (DAUs) - analyze programmatic data to generate sharper insights for goal-setting and periodic reviews. These insights are further enhanced by triangulating administrative data with citizen-level inputs from independent surveys and outbound call centers. In Human Resources and administrative reforms, we help states build internal capabilities by setting up Human Resource Units (HRUs)- enabling competency-based Learning Management Systems (LMS) and Performance Management Systems (PMS).
Sectoral Engagement by collaborating with strong partner organizations in our three priority sectors (Education, Health & Nutrition ) to deepen reforms and build implementation capacity by improving administrative data quality, measuring outcomes and supervision mechanisms.
We engage across all three tiers of government to drive systemic change—advocating with the Government of India (GoI) for policy alignment, strengthening state capacity to implement and scale interventions, and partnering with local/municipal governments to embed and sustain reforms. This integrated model ensures systemic interventions in data and human resource management are effectively conceptualized, implemented, and sustained for long-term impact.
At CEGIS, we collaborate closely with state governments to enhance governance through deep, state-led partnerships. We follow an iterative cycle of “think-demonstrate-document-transfer,” ensuring that solutions are practical, scalable, and effective. We engage with all levels of government right from political and top bureaucratic leadership to the frontline workers.

Since its incorporation in 2019, despite the enormous challenges posed by COVID, CEGIS has gained significant momentum in building strong collaborations with the government(s) as a trusted partner who can provide both thought leadership and implementation support on key governance reforms. CEGIS’ position as a non-profit that does not take any funding from the government (other than in-kind contributions of office space/staff) has been a key enabler in earning this trust.
From a small group of founding members, we have grown by leaps and bounds to become a team of 150+ members committed to nation building located across the country. Helmed by a former bureaucrat with invaluable governance experience, state and solution team leads with decades of domain expertise, and enabling functions led by professionals with considerable corporate careers, the team at CEGIS brings together knowledge and experience that spans various sectors - from developmental economics, research, and governance to management consulting and social entrepreneurship. We also explore synergies with other non-government organisations working with government on technical as well as implementation to accelerate impact.

CEGIS Approach and Model of Functioning
Our solutions to enhance governance are co-created with state governments in a state-led way, where we focus on deep partnerships with states with an iterative cycle of think-demonstrate-document-transfer. We work closely with the top bureaucratic leadership, front-line workers and public officials in Finance, Planning, Human Resources and a few other priority line departments. Many of our solutions reflect ideas outlined in our founder Prof. Karthik Muralidharan's book (Accelerating India's Development), and these solutions are constantly being refined based on real-time feedback and are designed to both be customized to the contexts we are working in, and to create templates that can provide the starting point for replication across contexts.

About the Outcome Measurement (OM) vertical
Within CEGIS, the Outcome Measurement (OM) teams role is to lead the design and deployment of various data-driven governance solutions by setting up the required infrastructure and technical capacity with the Planning department and relevant line departments of the government. High quality data and insights generated through this are expected to provide assistance to the State in goal setting, progress monitoring and strategic decision making for personnel and budget/ finance management.
Position Summary
CEGIS is evolving Outcome Measurement (OM) into a systems-facing Outcome Measurement & Decision Support function that powers state and central reforms through Decision Support Systems (DSS) offering and concurrent, rapid-cycle evaluations. As Head of OM, you will architect and lead this offering across multiple states and union ministries—building solutions, playbooks, and partnerships that deliver timely, actionable, and policy-relevant insights.
You will shape and refine the OM 2.0 strategy and further guide the teams to operationalize it through four components—Administrative Data Quality (ADQ), Key Performance Indicator Survey (KPI), High-Frequency Monitoring (HFM), and Routine Monitoring Data (RMD) analytics—and embed these into government workstreams, other CEGIS verticals (Strategic Public Finance, Personnel Management and State & Markets) and across sectors like Education/ Health/ Early Childhood Development, ensuring OM is both an upstream design partner and a downstream accountability engine. Reporting to the Chief of Solutions, you will oversee a diverse portfolio of projects, ensuring methodological rigor, quality, and alignment with strategic objectives, while fostering cross-learning and innovation. Roles & Responsibilities
Strategy, Solution Design & Productization
- Define the OM 2.0 product stack (blueprints, pillar playbooks, evaluation templates, data contracts, governance models) and ensure they are innovative, practical, and aligned with emerging sectoral needs.
- Translate reform intents into measurement architectures with a theory of change, data flows, and a review framework.
- Be a force multiplier across CEGIS: Partner with other CEGIS verticals and embed OM inputs into solution design (ex-ante), implementation (in-flight), and institutionalization (ex-post), aligning with state capacity building and government processes.
- Co-create learning agendas with state counterparts to prioritize quick wins and set up durable institutional reforms.
- Position OM offerings in ways that resonate with funders, demonstrating alignment with donor missions, sectoral priorities, and CEGISs vision.
- Build a presence in the broader data and measurement ecosystem in India and work closely with the ESU to identify domain experts who can be consulted as needed for solutions to specific technical problems.

People Leadership & Culture Building
- Recruit, nurture, and retain a high-caliber multidisciplinary team (OM technical experts, data engineers/analysts, evaluation specialists, field ops, product/UX) with diverse expertise in outcome measurement and related fields. The OM team consists of ~30 members working across states and union agencies
- Identify human resource needs of the OM team and work closely with the People & Culture team in recruitment of staff and consultants, as necessary.
- Foster a culture of professional growth by providing mentorship, learning opportunities, and structured career pathways for team members.
- Collaborate with the Chief of Solutions and other enabling functions to implement effective people processes, ensuring a supportive and high-performing work environment.

Partnerships, Funders & Ecosystem Engagement
- Contribute to the development of concept notes, proposals positioning OM 2.0 as a Head offering articulating costs, phasing, and RoI.
- Represent CEGIS in external forums, conferences, and dialogues, sharing insights on innovations in outcome measurement and positioning CEGIS as a thought leader.
- Cultivate and sustain trusted relationships with funders, multilaterals, policymakers, and sectoral experts, ensuring that OM solutions are responsive to their needs.

- Commission/partner with universities and research labs where useful; curate a network of adjunct experts.
Project & Portfolio Management
- Own a multi-state portfolio and in close collaboration with state leads, ensure methodological rigor, timelines, and impact milestones.
- Architect governance cadences with states (War rooms/PMUs/Cells) so DSS is used in real reviews, not just showcased.
- Establish quality assurance mechanisms and provide technical oversight to ensure that all outputs meet high professional standards.
- Manage budgets, risks and change control effectively, ensuring optimal utilization and compliance with funder and government requirements.
- Conduct periodic reviews with senior leadership and board members to ensure projects remain aligned with strategic objectives.
- Monitor and report on progress, outcomes, and lessons learned from implementation of OM solutions to inform vertical and organizational strategy.
Knowledge, Learning, and Organisational Contribution
- Collaborate with ESU (Economics and Statistics Unit), MEL (Monitoring, Evaluation, and Learning), KCM (Knowledge Creation and Management), and L&D (Learning and Development) teams to integrate measurement, learning, and communication into OM and DSS interventions.

Required Qualifications, Skills, and Abilities
Educational Qualification
- Masters degree in Public Policy, Economics, Statistics, Social Sciences, Development Studies, or a related field. A PhD in economics, statistics, data science, or public policy is an advantage. What is essential is the ability to read, understand, and synthesize primary research with adequate judgment to assess the quality and generalizability of evidence.
Professional Experience
- 15–20 years of progressive experience in areas such as research, monitoring and evaluation, consulting, with 8+ years in leadership roles. A majority of work experience should be in the development sector
- Demonstrated track record of leading large, complex portfolios (> $5 mn) and multi-stakeholder initiatives.
- Experience engaging with global donors, multilateral institutions for strategic proposal development
- Experience engaging with senior bureaucrats in national and state governments in designing and implementing large scale solutions is highly desirable
- Demonstrated ability to work with global and national frameworks in research, human-centered design (HCD), and monitoring, evaluation, and learning (MEL).
- Strong sectoral reputation; active participation in conferences, forums, and public platforms (e.g., op-eds, articles) is desirable.
- Proven ability to manage and mentor multidisciplinary teams
- Experience in field research is preferred
Technical Skills
- Strong command of quantitative and qualitative research methodologies, with the ability to assess rigor and applicability.
- Past experience with data analytics tools data analytics tools like R/Stata/Python, and visualisation tools like Power BI or Tableau, or equivalent.

About the Strategic Public Finance (SPF) vertical
The Strategic Public Finance (SPF) vertical anchors CEGISs work on strengthening state fiscal systems through institutional design, data-driven governance, and reform implementation. Analytics is a cross-cutting foundation across all our workstreams. SPF focuses on:
- Financial Analytics Units (FAUs): embedding analytical and decision-support capacity within state Finance Departments focusing on macro fiscal projections and modeling.
- Revenue augmentation: enhancing both the quantity and quality of tax and non-tax revenue collections through improved design, implementation, and system reforms.
- Expenditure quality: improving allocative and operational efficiency through evidence-based and outcome-linked budgeting.
- Fiscal exchange systems: modernizing fund-flow, cash management, and reporting mechanisms - often in collaboration with GovTech partners.
SPF operates at the intersection of public finance, institutional reform, and fiscal systems design, helping states move from isolated interventions to sustained fiscal transformation. As can be imagined, while our projects can be of a wide variety, analytics and research are the unifying thread. Our projects can also involve synthesizing evidence to make recommendations, policy implementation and evaluation, and active support to line departments in reforms adoption.
Position Summary
The Vertical Head – Strategic Public Finance (SPF) will play a pivotal role in contextualising and executing CEGISs vision on public finance. The role requires operating at two interconnected levels: (a) externally, as a partner to state governments driving fiscal reform implementation, and as a thought leader in the broader intellectual ecosystem of public finance in India; and (b) internally, as a solutions head advancing SPF frameworks and solutions, building teams across CEGIS states, and contributing to CEGISs knowledge and learning agenda. The role reports to the Chief of Solutions and is part of the extended leadership of CEGIS.

- Head the design of fiscal analytics architecture, including data pipelines, forecasting models, dashboards, and reporting systems to strengthen evidence-based decision-making within Finance Departments and Financial Analytics Units (FAUs).
- Synthesize research and analytical findings into clear, actionable insights and outputs policy briefs, presentations, and reports - tailored for senior decision-makers in government and partner institutions.
- Foster creative problem-solving and solution design by combining rigorous analytical methods with deep operational understanding of state systems.
- Codify SPF learnings into playbooks, diagnostics, and maturity rubrics that support cross-state replication and feed into CEGISs broader knowledge pipeline.

Government Engagement and External Partnerships

- Represent CEGIS and the SPF vertical in external meetings, conferences, and events; contribute to public discourse through presentations, publications, and thought pieces showcasing SPF work and learnings.
Delivery, Portfolio Management, and Quality Assurance
- Oversee end-to-end delivery of a portfolio of SPF projects across multiple states, ensuring clarity of objectives, well-structured workplans, and disciplined execution.
- Provide strategic and technical guidance to project teams on diagnostics, modeling, analytics, and implementation challenges; troubleshoot bottlenecks proactively.
- Ensure that project designs and deliverables are tightly aligned with CEGISs Theory of Change (ToC) and sector/state strategies.
- Establish and oversee quality control (QC) processes for analytical outputs, dashboards, and policy products, maintaining high standards of rigour and clarity.
- Work with internal functions (Finance, HR, Operations) to ensure that SPF projects are adequately resourced and compliant with organisational processes.
People Leadership and Capability Building
- Build, mentor, and retain a high-performing, multi-disciplinary SPF team—including economists, data scientists, public finance specialists, and programme managers. The SPF team consists of ~18 members working across states and union agencies
- Provide regular coaching to managers on stakeholder management, prioritisation, and communication with government counterparts.
- Design and lead knowledge sessions, mentorship programmes, and training initiatives to deepen technical skills in public finance, analytics, and reform implementation.
- Support capacity-building of government-facing support units such as FAUs and state teams through embedded mentoring, training, and joint problem-solving.

State and Market (SAM) Overview:
CEGIS work under the theme of State and Market (SAM) focuses on improving state capacity for better management of State interfaces with the larger market, especially in service delivery functions. The focus of the SAM team is to identify points of interaction between the Government and the Private Sector and to support States in reducing the frictions in such transactions. We work with State Governments in three capacities:
- Procurement: Improving procurement policies, processes, and decisions to improve value for money in public procurement
- Policy: Development of sectoral policy to incentivize cost effective service delivery, through the most appropriate models
- Regulation: Assessment of market failures and design and execution of proportionate regulatory interventions to address these
Of the above, currently the Procurement area dominates the portfolio of the SAM team with strong traction from multiple States. While the above work will be focused on CEGIS core sectors (education, health, nutrition, local governance), some streams like procurement have a broader sectoral coverage. Our projects will involve elements of research and analytics, market efficiency assessment, regulatory capacity assessment, and active support to Finance and line departments in reforms adoption. This will involve both quantitative and qualitative skills. This will, among other things, entail:
- Conducting market assessments including identification of market failures (information asymmetry, market power, externalities, deadweight losses)
- Conducting assessment of State capacity on policy, provision and regulation, through benchmarking, assessment of rules, systems and procedures, and primary interactions with key stakeholders
- Quantitative assessments of cost effectiveness across different models of service delivery, including use of methods such as Value for Money assessments (VfM) and Public Sector Comparator (PSC) analysis
- Interactions with non-state actors (for Profits and Civil Society Organisations) to assess their offerings, constraints and operating ecosystem.
- Developing deep understanding of the Procurement Systems and practices across the States in which CEGIS has presence, as well as global/local best practices.
Position Summary:
The Program Manager - SAM is required to play an important role in contextualising and executing the CEGIS vision across States. The role will involve working closely with the other team members and the relevant State teams, and collaborating with the other CEGIS teams. The Program Manager will be jointly reporting to the Lead, SAM and the relevant State Lead(s).

About Human Resource Unit (HRU)
CEGIS intends to collaborate with the Government of Odisha in establishing a Human Resource Unit (HRU).
The Human Resource Unit (HRU) shall function as a dedicated think tank to enhance and strengthen HR practices across the state government. We are seeking an experienced and dynamic Program Manager Performance Management System (PMS) to design and drive strategic initiatives around performance management, specifically leveraging an Electronic Human Resource Management System (eHRMS) within a government framework. This role aims to ensure that the eHRMS streamlines HR processes and aligns with the government's objectives for efficiency, accountability, and transparency in public sector performance.
The ideal candidate will understand competency as a concept and its wide application in performance management. The candidate must also possess deep knowledge and understanding of how technology can be used in performance management in government systems. The candidate is expected to have a proven track record of using principles of systemic thinking and change management and has developed some compelling knowledge resources built to advocate novice frameworks and concepts.

The Personnel Management team achieves this through three key workstreams.
- Competency-Based Recruitment: Ensuring the right people are selected for the job and bringing the necessary competencies (knowledge, skills, and attitude) on board from the outset.
- Competency-Based Learning & Development: Equipping public officials with the ongoing training and development they need to excel in their roles.
- Performance Management Systems: Evaluating and improving individual and team performance based on achieving defined goals, not just by adherence to procedures.
Through these efforts, the Personnel Management team strives to bring enhanced clarity and effectiveness to government work in India. By empowering officials with the right skills and holding them accountable for achieving desired outcomes, CEGIS is paving the way for a more efficient and impactful government service.
Project and Position Summary
We are seeking a PM, Solution Delivery, Government of India (GoI) initiative to join our team in driving transformative, competency-based capacity-building initiatives for public officials across India. The role involves providing strategic direction, spearheading solution design and delivery, and ensuring alignment of interventions with broader governance and capacity-building goals of the state/MDO.
The ideal candidate brings a deep understanding of competency-based HR systems, coupled with strong experience in project management, stakeholder engagement, and institutional reform.
This role offers a unique opportunity to influence systemic change at scale, working closely with senior public officials, donors, and implementation partners to shape the future of HR and governance reform in India. Roles and Responsibilities
Research and Solutioning
- Leads diagnostic research, analyses datasets and generates insights to identify system-level gaps in HRM within an MDO and inform contextualised design and delivery of existing solutions
- Contextualises frameworks and tools for enabling competency-based human resource reforms and the rollout of learning and development solutions (such as competency mapping, training needs assessments, curated learning programs) within the MDO
- Stays abreast of emerging trends in HR practices such as recruitment, capacity building and performance management in the public sector to inform solution refinement
- Informs iterative improvement of solutions by relaying field insights to the solution design teams
Project and Knowledge Management
- Leads end-to-end program design and delivery by formulating precise problem statements, goals, and project plans
- Oversees and leads the team towards execution of assigned projects, ensuring adherence to quality standards, timelines, and interdependencies
- Monitors project progress, risks, and dependencies, and implements timely course corrections
- Strengthens project delivery and institutional capability by embedding competency-based frameworks (ensuring quality in competency mapping, assessments and learning programs), standard operating procedures, and scalable processes
- Maintains a system of knowledge capture and documentation to build institutional memory and scalable delivery of solutions across states/ MDO
Collaboration and Stakeholder Engagement
- Manages relationships with key government partners, training institutions, and internal teams to ensure alignment on program scope, design and implementation
- Maintains a regular communication cadence with external stakeholders, ensuring timely sharing of project updates, reports, and deliverables
- Ensures cross-functional collaboration with internal teams to gather inputs, share learnings, avoid duplication, and maintain consistency across tools and communication artefacts
- Leads advocacy efforts with senior bureaucratic and political leadership to build consensus and institutionalise customised HR reforms within the state/MDO
Team and Organisational Development
- Leads and mentors a team, guiding work planning, quality control, and developmental support to ensure timely, high-quality delivery
- Supports team performance reviews and identifies opportunities for skill enhancement and role progression
- Contributes to end-to-end talent hiring and management within the organisation, ensuring alignment with organisational culture
- Strengthens organisational culture and visibility by championing internal learning initiatives, fostering a culture of collaboration, and representing the organisation in external forums, partnerships, and knowledge-sharing platforms
Education and Experience
- Bachelors or Masters degree in Economics, Public Policy, Social Sciences, or a related discipline from a reputed institution
- 5-8 years of relevant professional experience in HR management, capacity building, or project management/consulting, including at least 12 years of experience working within the Indian government ecosystem
- Prior experience in leading teams or managing cross-functional collaborations

- The role will be based in New Delhi
- Proficiency in Hindi and English
- Remuneration will be competitive with Indian philanthropy and social sector pay scales, depending on the candidates experience levels.
