Shipra is working as a Senior Program Associate in the Personnel Management vertical, based in Delhi.

She holds a Bachelor’s degree in Economics and Psychology from Lady Shri Ram College for Women. During college, she co-founded a youth-led organisation that used documentary filmmaking and storytelling to amplify grassroots issues and build community capacity across India. This experience led her to pursue a Master’s in Public Policy from National Law School of India University.

She has 5+ years of experience in governance, public policy, large-scale public and youth reforms, agriculture, and capacity-building initiatives, with a strong focus on strengthening systems, streamlining processes.

At the Capacity Building Commission, she has worked on institutionalising Mission Karmayogi across 36 States and UTs, competency-based learning initiatives, and behavioural Jan Seva training programmes at the Centre. She has worked with the Government of Punjab on governance reforms, grievance redressal, and process re-engineering, and with the Revitalising Rainfed Agriculture Network on food and nutritional security.
