Anindya serves as a Senior Program Manager in the Strategic Public Finance team.

With over a decade of experience in public policy, program management, strengthening state capacities, and governance reforms, Anindya specializes in solving complex, multi-stakeholder challenges through systems and design thinking. His work focuses on public finance and capacity building, helping public officials translate policy aspirations into measurable, sustainable outcomes while strengthening state capacities for better governance.

Before joining CEGIS, Anindya led the human resource reforms program at Janaagraha, impacting over 8,000 public officials in Odisha’s Housing & Urban Development Department. He also played a key role in managing state-level interventions to streamline public finance, personnel management, and civic participation across 115 city governments in Odisha.

Anindya holds a Master of Public Policy from the University of Minnesota, where he received the Hubert H. Humphrey Fellowship Award. He also has postgraduate diplomas in management, banking and finance, and environment law and policy.
