Omkar Shelar is a Program Associate with the Strategic Public Finance Team in Telangana.

Prior to joining CEGIS, he authored policy articles through the Impact and Policy Research Institute (IMPRI) and worked on research examining education outcomes, gender disparities in agriculture, and governance reforms.

He holds a Master’s degree in Public Policy and Governance from the Tata Institute of Social Sciences (TISS), Hyderabad, and a Bachelor’s degree in Political Science and International Relations from Savitribai Phule Pune University, Pune. His work focuses on public finance, education policy, governance, and data-driven decision-making.
